This service was constituted vide notification No 9/Fin dated 13th December 1984. Through the initial rules for recruitments were notified but no cadre strength was defined and sanctioned. The initial inductions were made from the existing available man powers in the departments.
Therefore, the initial authorized strength worked out to 1012 under different grades. This subordinate staffs were posted in various department to assist in discharging the function relating to Finance and Accounts matter. Thereafter, the cadre was further revised by the present government on 24th November 2008 duly increasing the strength to 1170.
When the Direct Tax laws were extended to Sikkim in 1989 it evoked emotional responses in the State. It was only in December 1994, when the SDF Government first came to power that the issue received an honest and sincere attention for possible solutions. It took the SDF Government 14 years of single minded pursuit to address the confusion inherited from the previous regime and achieve success in solving the sensitive issue. It was a historic moment for Sikkim and the Sikkimese people, when on 26th February 2008, the then Finance Minister, Shri P Chidambaram tabled an amendment to the Finance Bill exempting all Sikkim Subject holders and their descendents from paying Income Tax on income earned in Sikkim.
This stupendous achievement further catapulted the popularity of Shri Pawan Chamling by leaps and bounds, for he was the sole crusader who had pursued the cause relentlessly.
